JUPYTER NOTEBOOK was not launch, I am trying many times, Please sir resolve my problem,every time it is shown this error, i can't understand, Please help me

browse to C:\Users<your local user directory>\AppData\Roaming\jupyter\runtime you will be asked to give your permissions to the folder runtime. once you do this. you will be able to run jypyter notebook.
