The zip.dll contained in
[https://repo.anaconda.com/pkgs/main/win-64/libzip-1.5.1-h0ff8eda\_1001.conda](https://repo.anaconda.com/pkgs/main/win-64/libzip-1.5.1-h0ff8eda_1001.conda)
requires VCRUNTIME140D.DLL and UCRTBASED.DLL according to static analysis by dependency walker.

These binaries were compiled against the debug version of the C runtime. Consequently programs like gdalinfo and various python modules linking to compression libraries will fail to load if a user does not have debug runtimes installed.

This seems like a packaging mistake that needs to be fixed in the feedstock.
