Trying to install tensorflow in a python 3.9 environment and it doesn't appear in the Installed list after Apply

I’m new to Anaconda Navigator. I created a python 3.9 environment which is required for tensorflow to work. tensorflow does not appear in the Installed list after I select it and click on Apply. Any advice is much appreciated.
