What kind of machine are you using? It looks like the main channel has this package for a few subdirectories: Anaconda.org
Maybe you’re on an Apple Silicon Mac? There is not a build for osx-arm64 (which equates to the Apple Silicon machines) on the main channel. Anaconda began distributing packages for osx-arm64 a few years after the package version you are looking for was released.
I dont see this version of ca-certificates on conda-forge at all.
Why do you need to use such an old version of the ca-certificates package?
