Serious issues for accessing "anaconda.org" and "conda-forge.org" from Spain

The CDN Cloudflare is facing an indiscriminate blockage in Spain due to being impossible for a ISP to differentiate a HTTPS connection to a legitimate website hosted in Cloudlfare (like “anaconda .org” or “conda-forge .org”) from an illegal IPTV service. You can read about the issue here:

These blockages are enforced during “important” football matches. Mainly during the weekends. And they are not going to stop soon, since La Liga has recently won an appeal from Cloudflare and RootedCON against this indiscriminate blockage. I have written to their “people and companies affected by (their blockage on) Cloudflare” email, [email protected], to tell them about my situation. Hopefully they will do something if lots of people ask them to unblock a certain set of specific URLs, like checking if such URLs are being served from a particular Cloudflare IP before blocking it. But of course there is no guarantee at all.

As a University professor, I am being affected because my students cannot install their Conda environments during the weekends, or whenever there is an “important football match”. And every company or institution that relies on Anaconda or conda-forge will be also affected. This is a lot of people. Is there any alternative that does not depend on the now unreliable (at least in Spain) Cloudflare CDN? I would need an installer that does not try to connect to Cloudflare and a mirror of “conda-forge .org”. Yes, I understand that this is not exactly the responsibility of neither Anaconda nor Conda, But the thing is that in Spain we are sadly trapped in this bullshit…
